Possible boat flip

Found a boat online and the ad states that everything is good except out drive is gone. Before I even go look at it, Can you even start the boat without an outdrive?
Its a 92 4.3 mercruiser by the way

If it has the bellhousing still just put a hose in the water hole on it and start it up. You could start it dry for just a minute to see but I would use the hose.

Ayuh,.... Use the hose to either the bell, or the t-stat housin',...

Runnin' it without water will burn up the shutters, Quickly,...

You are right. I probably shouldn't have not put a minute. I really meant to just see if it would start.
