Possible waterlocked?

91 Mercruiser 3.0L

Bought the boat, but the starter was bad so I had it rebuilt. Boat ran great for past few months. Starter died again and the guy told me the inner gear is made of plastic so its intended to break under certain pressure. He suggested it's possible the engine was waterlocked. He fixed the starter and I pulled all the spark plugs per his advise. I had a cup or two of water shoot out of the rear cylindar. What do you think is going on? A bad headgasket?

dont run it on muffs without engine running probably bad riser or gasket

leaking riser dropping water into #4 exaust valve

I didn't have muffs on because I wasn't going to start it. It was just a three quick 5-sec hits with the starter. All of the plugs were out.
