Power loss- Mercury 100 (1990)

History: My boat was beached for the greater part of a year. In preparation for relaunch I replaced the control cables, Serviced the control boxes, checked the wiring etc. I replaced the oil pressure switch because the alarm went off as soon as the ignition switch is turned on. - made no difference however.

Problem: The one engine starts with some difficulty, often sounds like a flat battery but then swings sweetly on the nex turn of the key... It produces no power and contributes nothing to the boats propulsion! It runs rough and produces a hiccouch every now and again.

I have replaced all plugs to ensure proper spark but to no avail.

Fuel lines have been checked for leaks and the fuel filter cleaned. The carbs have been cleaned with a carb cleaner as well.

Suggestions please
