Do you have to have any special tools besides a multi meter to test a power pack? And how would you test it if not. I found that my wires to the power pack had been nearly cut in two by the throttle assembly, I spliced the wires back together but I was wondering if the power pack might not be functioning correctly. By the looks of it a power pack controls a lot of different components, is it possible for it to do one task while not performing another. 1992 40hp evinrude
