power pack voltage regulator

rust seen inside regulator is there anyway to check these two units. could this cause this ongoing idle and engine to cut out. I ordered a manuel but wont be in until fri.
any input would be great THANKS

the model num j140tlcua 1987 johnson forgot to mention this engine has great compression 135 lbs in all four cyls. cant find why the idle jumps and surges at all differnt throttle positions plenty of fuel and oil could it be faulty volt reg. ? or power pack acting up at times or once they go bad they go bad ?
