Power/RPM Loss Getting on Plane

'91 Merc 5.7 Alpha w/ 4-barrel Rochester Quadrajet:
I had passengers toward the stern (heavily loaded), and was attempting to get up on plane, when after approx 10 or 15 sec of not accelerating (rpm's stuck aro 3100), the rpm's started decreasing. I backed off throttle, and heard some back fires. After idling for a minute and having a passenger go toward the bow, I tried again and it got up on plane and it seemed to cruise fine after.
Is that a carb-related issue, losing power/rpm with real high load and open throttle?
Should I just avoid loading the engine that much, or ...?

Ayuh,... Sounds like it...

Dump the fuel filter, 'n Look for Crud, 'n Water...

PS: DO NOT reuse the old filter, install a new one. Just the act of dumping it out will contaminate the clean side of the filter. Then if you reinstall it, you put dirt in your carb.

Ayuh,... I was "Thinkin'" replacing the filter, but I guess I should have stated the obvious...

I can replace filter, should I replace the little carb filter, too? It hasn't been replaced since the original paper one fouled-up in 2002.
Although, I wouldn't think it's a filter issue, since the rpm loss happened at only around 3000 rpm, and then boat cruised fine at 3700 rpm after that episode (after I shifted a person forward and got on plane).
