Power steering actuator problem

Boat is new to me. Had to replace PS hyd lines and pump resivior before first launch. Steering works, but steering effort is different right to left. Turning left requires what I would consider normal effort, some resistance, good "feel'. Turning right requires no effort at all, wheel feels like it would spin like a top if you gave it a shove. It does however steer the boat properly. The valve that controls the oil to the cylinder looks ok, and I don't see any "centering" adjustment. Anyone here have any experience with this system ? I am not sure about your problem but I have a question for you.
How hard (and any problems) was it to take the steering cyl off?
I have a bad seal on mine and have to take it off for repair.
