Power steering actuator problem

I posted this previously, but can't find the thread using the search function, so i'll try again with some new information.
My 430B/DP-c has the V/P power steering which works, but the "neutral" adjustment is off, if the engine is running, the helm rotates to starboard, whether you are under way or standing still. The first bit of steering cable movment moves a pin that moves the spool in the control valve which shuttles hydrolic pressure to one side or the other of the actuator which then moves the tiller. THe pin is held in a neutral position by ( I'm guessing) a spring on either side. This is where I believe my problem lies. I can stop the motion by applying pressure on the tube that moves the pin against the springs, so if I can adjust the tension on the spring I should be able to get the spool valve to be in the neutral position when the wheel is not moving .
Anyone have any ideas or experience with this ?

A little hint on finding threads that you started. In the upper right of any forum page, click on "My Profile" then on the left side click on "Find latest started threads". Then you will get a list of all your started threads.

As far as your steering goes. Make sure the cable isn't binding. It has to be able to freely move back and forth to shuttle the PS cylinder.
