power steering belt popping off

After doing some searches, and doing some reading, I cannot find an answer.

I have a 2004, 4.3L Volvo Penta, 190hp, in my Crownline BR180. I took it out for the first time this season and the belt on my power steering pump kept coming off. This is a new issue for this boat. I was able to put it back on, by hand, after using a little muscle, but it came off less than a minute later. It seemed to stay on fine when at low speeds, but any more throttle, especially at WOT, it didn't last long. Replace belt? Is there a tensioner pulley on these motors?

I had a similar problem and the result was to simply replace the belt. I was told that once a belt jumps off/ and or flips it loses its strength and stability especially at high speeds. I don't believe there is a tensioner pulley for these motors.

Is the pulleys rusty? Are the belts thin and a lot of black dust around them?
