Power Steering Issues

I have a Volvo Penta 5.0GI with power steering assist on hydraulic steering. Yesterday the power steering quit. No leaks, Lots of fluid. The steering is hard when the engine is running and easy when not running and only using the hydraulic system. I figure that it is either the actuator or the pump. Any ideas?

Went to the Volvo dealer today. He is on the telephone trying to figure it out. Says it can't be the actuator nor the pump. Doesn't leave much else!!

The dealer said he checked out the actuator so it has to be the pump. Installed the new pump and still the same. I tood the actuator apart this time and found that the head had unscrewed off the end of the rod in the cylinder. No damage other then the teflon seal is broken.

Went to a local hydraulic shop and they will get a seal kit made for me. $125 for 2 kits (have to buy 2 because they are being made) vs $775 for a new actuator assembly! Going to loctite that head on the end of the rod so it won't come loose.

Needless to say I am not real happy with the dealer right now as I bought a pump for nothing.

Put it all together today and everything works great. Used red high temperature loctite to hold it all together.
