Power steering pumps

Hello, I presently have a twin engine Cruiser Inc boat, with 2 - 7.4L V8's Each one has a Power steering pump, however only one has a belt installed... Should both have the belts attached? Will this still work the Hydraulic system or cause a negative impact to the system... What if I lose a pump, can I switch the belts to the other pump and make it work again?

The engines come with the pump, but on twins, only one is used. If you check the one without a belt, you will find the hoses are hooked together and not hooked to a cylinder.<br />If a PS pump goes bad, you can just replace the pump from the other engine.
