How much fluid is supposed to be coming out of the power steering pump low side at idle with no wheel movement? Still having potential pressure issues

How much fluid is supposed to be coming out of the power steering pump low side at idle with no wheel movement? Still having potential pressure issues

Should be plenty of fluid. When the wheel is not being moved the fluid should go to bypass right back to the tank
