Power Steering shudder when turning left

The last time I had the boat out it seemed like I had no power steering at all. So I figured the pump was bad. I put on a new pump. Yesterday after work I pulled the boat out of the garage and fired it up in the driveway. I made sure to prime the pump before I started it. Anyway, when turning the wheel to the left I get a shudder that is pretty noticeable, it will vibrate the whole dash. It will only do it while turning the wheel at a slow constant speed. If I try turning it faster it wont happen. Turning to the right is no problem. I am guessing the cable may be binding up while trying to push the drive and is fine when pulling drive? I have also read about the corrosion in the cable tube, I will check for that as well. Any other Ideas? I just hope the rack and pinion is not bad.

You probably didn't bleed it properly. Turn the wheel lock to lock about half a dozen times WITHOUT the engine running. Then try it.

Thats what I did. I could hear the air coming out of the reservoir on the PS pump. With the engine off I worked the wheel back and forth several times until there was no more air, then filled the reservoir back up. I did notice that the level in the pump went down a little after running it last night, but not much. I will check it again to night.

I pulled it back out last night. I greased all the linkage and rechecked everything. It was still doing it. With my wife turning the wheel back and forth I stood behind the boat and put just a little pressure on the drive and it stopped shuddering. I guess its normal with no resistance on the drive. It probably wont happen with the boat in the water.
