Power steering shutters when turning wheel -- 1988 Four Winns

Power steering shutters when turning the wheel. This happens while engine is running, Shuttering happens in both neutral as well as in drive. Also happens while running engine on muffs - when out drive is out of the water - in neutral.

1988 Four Winns Horizon
OMC 5.0L
OMC502APRGDP

Just replaced the power steering cylinder / actuator. Hydraulic in power steering pump is full.

What might I have missed when I replaced the power steering cylinder / actuator?

I'm guessing air is causing the shuttering and shaking?

I've turned the wheel lock to lock 40 times with the engine OFF.

I noticed the belt turning the power steering pump is loose. Could that cause the shuttering?

Shuttering happens only when engine is running - when in neutral as well as in drive. Also happens while running engine on muffs - when out drive is out of the water - in neutral.

I do have the same exact problem then you with my thin 4.3lx. I also replaced the steering cylinder actuator with out success, so far.
Did you found your problem ?

Hi HPLou -

No solution yet. I noticed the shuddering only happens when I turn the wheel AND is more accentuated when engine is at a lower RPM.

Shudder in the wheel happens when
1) boat is in gear
2) boat is in neutral
3) same amount of shuddering in water and out of water on muffs

Thank you for your reply jbutler67.
I have realized that I am loosing ATF Oil (few drops) from the actuator that I have instaled begining of the season.
Ineed to take some time to investigate. The access is very lmited. Something else I need to verify is the Power Steering Cooler.
I am not even sure if I have one. I am sure there is still Air Bubbles in the system that I can not get ride off.
If I have any development, I'll get back.

The air should purge itself by now. When you put the actuator in did you make sure the flats on the ram were straight up? I'm sure they should be or them symptoms will come up.

Attached are images of power steering cylinder/actuator I have. I did not find a flat on the steering cable tube (part 17 in the exploded view)..

I have not paid any attention to those flats.
Thank you for the picture. I will be on my boat this week end and will look and get back.
