Power steering troubles

81 Searay with a 228. Splashed this week for the first time in 15 years. Power steering doesn't seem to be working. Basically feels the same steering whether engine is running or not.

I disconnected the cable from the actuator, the helm and cable are free and smooth. Disconnected the outdrive from the actuator and it swings easy and smooth as well. I can move the actuator ram by hand, smooth but takes some effort.

Seems like either a pump or actuator problem. Not sure where to go now to narrow it down. Any input appreciated.

Got a power steering pressure test gauge set?

I can put one together if I can figure out what the pressure line fittings are.

3/8 inverted flare (5/8-11 threads on the inverted flate tube nut)

Pump pressure is between 900 psi and 1800 psi depending on PRV

Disconnected the pressure line from the actuator, put a clear tube onto the pressure line and ran into a bucket. Spun the pump with a drill on 0-600 rpm setting. Vanes engaged at I'd guess couple hundred rpm, put some load on the drill and quickly drained the reservoir. Is the actuator serviceable?

I've read that the control valve may be the same as early Corvettes. There are some rebuild kits available.

Thinking about tearing the control valve apart, anyone done it?

Fully serviceable, all laid out in service manual #4.
