power sterring

i have a 88 sunbird 19ft. cuddy. 4.3 motor ,omc out drive ,the steering is very hard ,the cable does not seem to be binding ,how can i check the pump or the rack to see which one it can be .<br /> thanks

well i,ll try taking off a hose and see if there is any pressure
