Power tilt motor works, but it only goes about 15% up, then slowly goes back down.

Hello. When I try to tilt my lower unit up, the motor works, and it goes up about 6 inches. Then it stops and slowly starts to go down. I don't notice any fluid leaking. Any suggestions would be appreciated. Thank you! Merc 75hp 4 stroke.

There is fluid in it, but I think you're supposed to check the fluid level with the lower unit all the way up, so I haven't done that.
