Power tilt problems

I tried to raise my power tilt today becuase I had to tow the boat. Well I didn't get to do it. The motor will go down, but just not up. What could be the matter. Make of the engine is a 70 hp. Johnson. could there be corosion starting?<br /><br />JAZZ

Does it make any noise when trying to raise it. If so, check fluid level, if no noise try swapping the relays. They are 2 small black cubes. If you swap the relays and it then goes up but not down, you have a bad relay.
