I don't know, but relays click and there is a relay. Maybe it's gone bad.

I don't know. I suppose you could put a volt meter at the relay, and see if it's getting power before the relay, then after.

I was at the lake this week and an inboard had a similar problem. They could get the trim to go down, but not up. When they would try to raise the LU, the relay would click. I never hear a clicking on my outboards relay, but that doesn't mean anything. Maybe I don't listen for it.

I installed a relay in my truck for remote start and when I push the brake it clicks and it works. So who knows. I just know on the inboard, I only heard a click in the direction it wouldn't work.

Think of a relay as a switch
a broken switch can still click but that does not mean it makes contact anymore.

i think you are on the right lines replacing the relays.

I had the same problem 2 weeks ago trim would go down but not down. up relay would click so I bought another to replace, same problem down but not up found out through this board I was replacing the wrong relay I just reversed them. (I had put the new relay in the top position would not work so was suggested to put the old relay back in the top position and the new in the lower position and everthing is OK now) Be sure to mark one of the old relays so you can tell them apart.
