Power Tilt & Trim

I have a 1988 90hp Johnson outboard. Last fall I had the motor rebuilt and when the power head was being removed to be rebuilt I had to undo the manual releif screw to move the boat home. When we put the power head back on, the tilt trim will only work going down. You can only put it down 1 inch at a time then it stops. Left alone for a couple of minutes it will move another inch or so. It will not even attempt to lift the motor back up. The battery is fully charged and the trim motor sounds like it is working but it won't move the motor. Any ideas on what could be going on? Is there any way to test the trim motor to see if it is what is causing the problem?
It is 80 degrees up here today and I am getting the itch now that the snow is finally gone.
