power trim 1989 150 HP johnson

have voltage going to motor via blue or green when switch is pressed. Trim motor has continuity (ground)to main engine block. Have replaced both relays. Trim motor is only two weeks old. No tilt either way problem started as intermitant but now has quit all together. What can cause the motor not to run either way if I have the voltage?

During operation only one wire should have positive voltage going to it. The other should be ground. Your relays are supposed to do this for you. Try this; disconnect the wires at the closest location to the trim motor. Using jumpers go to blue with pos. and green with neg. The motor should go up. Reverse the polarity and the motor should go down. If that works then your trim motor is okay.
