Power trim bleeding?

I have a Mercury 1988 In line 6 115 hp that would not stay trimmed up so I replaced the seals in my main trim cylinder. Of course it was emptied of fluid during the process. So after I got it back together and started to fill it with fluid, I would raise the trim and it worked and stayed in position. HOWEVER, when I put the trim down it won't depress the two helper cylinders(or what ever they are called) they will not go in. I'm not sure how to proceed. I tried raising up the trim and checking the fluid addind more as necessary, but I just can't seem to get the air out. Do you recognize the problem, Heeeelllppp. You folks are super at these problems and I look forward to the probably simple solution.
