What are you doing to make them do down?

pull the left line off of the power trim pump. fluid will go everywhere but it will slowly fall down.

Not being flipped but we need to know what you are seeing in type format. Fluid goes everywhere sounds like your pushing a trim button but help fill us in. Are you pushing the down trim button and nothing happens, or does the motor run fluid goes everywhere but falls slowley? If your pushing the down button but nothing happens then it is electrical. If you push the button and the pump runs then it is more then likely hydraulic. Need a type written picture of your issue.

the pump runs I took off all lines. then sprayed the cylinders with liquid wrench.. had friend get on the out drive and stand and lightly jump the back cylinders are stuck. it only has 50 or so hours on them.

maybe you have cylinder locks on it? or a transom saver or tilt lock perhaps.

Sounds like your cylinders are sized up inside. The cylinders should be able to move with the lines off, going to need to take them apart.
