Power Trim Issue - 1995 130 Johnson

I have a 1995 130HP Johnson. Both the switch at the throttle and motor work properly. The motor will go down without a problem, and will not go up. This problem is intermittent, though today was not able to get the motor back up after numerous attempts. I tried switching the relays and that did not work. Any suggestions here ?

tighten the manual release valve.

It's not the release valve, its tight. The trim motor does not make any noise which leads me to believe it's electrical ? any other switches or connections I can check other than the relays and throttle controls ?
