have 40hp 1976 jhonson outboard i had carb cleaned idles good . when i go to full throttle it makes it to 12 mph change plugs few times no change have good compression 118 in both cylinders and good spark i was thinking bad or weak power pak any answers

What is your engine speed (RPM) at WOT? What boat are you running this motor on? What size propeller? Need the info

All it takes is compression, spark and fuel. You say that you have good spark, I am assuming you have checked the spark with a timing light under load. If that is correct, have you checked the high speed jet in the carb to see if it is plugged? The compression looks ok.

motor is on a 16' deep v alum not sure where high speed adjustment is

The high speed jet is fixed inside of the carbs. Post you model number and I can show you a picture.

prop didnt see no stamp numbers but it is small i measure across blade 9

The high speed jet is behind the screw you removed. It takes a special tool to remove it.
Most props are stamped with the numbers, might be covered with paint. Did you remove the prop and look at the hub porition for any numbers?
