87 Johnson 60 hp. Problem i got is when i tilt the motor all the way up(it will go all the way up),the motor will go up but if you leave your finger on the switch even a split second after it goes all the way up it will blow the main fuse. Its a 20 amp fuse. Checked all wires looking for a loose wire since it was rebuilt recently but can find any. Any color wire i should be looking for or does it sound like a relay going bad?

I believe it is a three wire system. Blue is up, red is common-hot, green is down.

Something is shorting or drawing too much current.

What happens when you run it all the way down against the stop. Does it blow a fuse then? If not, the motor isn't causing it.

As you think, it is most likely a relay.
