Pressure test on alpha 1 gen 2

Hi there. I'm currently in the process of replacing the impeller on my alpha 1 gen 2 (OD588634). While doing the work, I noticed the sleeve on my lower unit was cracked. I replaced both the sleeve and the oil seal and put everything back together. Before installing the sterndrive back on the boat, I did a pressure test (15 psi). This showed a leak on the brand new shift shaft sleeve and oil seal.
My question is, does the sterndrive have to be filled with oil before doing pressure test? Or empty as I have done?

Does the oil seal have to be glued into place? And is it installed with the spring side up? I've taken this thing apart 5 times already. Not sure why this seal would be leaking.

I found out my problem was the housing that my oil seal pressed into was worn out. Installed a new housing with seal and have a successful pressure test. Now to finally get this boat back together and get it out on the water.
