primer bulb goes flat

well ran the motor today seemed to be running good so i cut the fuel off at the tank and let her die out well went out there to get stuff out of the boat and the bulb was flat should it do that??

I went ahead and opened the fuel up and it ballooned back

Yea, when you cut the fuel supply off at tank the motor took what fuel was in the primer ball. There was no supply from tank to allow primer to re inflate. Next time disconnect fuel line at motor instead of turning fuel off at tank.

Next time don't run the engine dry!!!

It's ok to do that on a single carb engine, but on a multi-carb (your 70) it can introduce water into the cylinders as it shuts down. Leaving the water there to do its evil deeds until the next time you use the engine.

What happens is the engine's running fine on all 3 cylinders, then the fuel level gets too low in one of the carbs to supply enough to its cylinder/s. They stop firing, but because others are still firing the engine keeps running. The cylinder/s not firing now suck water in through the exhaust ports.
