I am having an issue with fuel supply to my 250 two stroke. I have replaced the fuel lines, primer bulbs, and the issue is the bulb pumps up hard but looses it's pressure. Also the same happens to my kicker line. Any suggestions

All primer balls will get softer once the motor is running. The fuel pump(s) lower the fuel pressure within the fuel system from the pump inlet all the way back to the tank.

If and when the motor seems to not be running right pump the primer ball to force gasoline to the motor. You doing with the ball what the fuel pump should be doing. Does the motor seem to run better when you do this?

Is the model of the motor not known?

Is it a Yamaha or a Suzuki?

Or perhaps a fuel injected model has been mounted on the frame of a motor that had carburetors.

The bottom fuel pump continuously clicks as soon as I put power on. Also noticed that my air boxes are missing the o rings

No surprise.----See post #6.-----And I do not believe the fuel pumps are electrically operated.
