Primer Bulb Question

I have a 60hp Johnson on a 15' Whaler. Here's the problem : fuel line sometimes loses prime. With 2 -6 gal. tanks connected by 3 way fuel valve, the primer bulb(s) are at the tank end of the hoses, pointed horizontally. Can I eliminate the 2 bulbs and just install 1 primer bulb(pointing up like I hear it's supposed to be) about 12" from the motor?? That would put 1 tank about 4' from primer and the other about 8' from the primer. The 3 way valve lets you select one tank or the other.

Are you saying your balls get soft, if you have been running this set up for a while without a problem until now it might be bad primer balls, but anyway I don't see why you can't run just one ball.
