Primer bulb

I had a few questions on the inline primer bulb on my 78 Johnson 85hp. I think I have a spot that is sucking air on one tank as I can get it nice and solid on one tank but the other it never gets firm. The question I have is if the primer bulb should stay firm while it's running or only before I start it?

Only before you start the mtr when you prime the fuel system.
