Yes, the red lever should be over top of the primer solenoid, facing the other end of the solenoid to be in the automatic (run) position.
To test, having the red lever in that position, pull one small hose off at the intake manifold or carburetor, then pump the fuel primer bulb up hard. There should be NO fuel shooting out of that hose. If fuel does shoot out, there's a problem within the solenoid.
Remove the carbureor face plate, then pump the fuel primer bulb up hard. If fuel runs out of any carburetor, that carburetor is faulty and flooding the engine.
