Primer leak by? '95 115 crossflow

Finished the rebuild and I'm almost done with the 10 hour break-in. The ony issue I have left is a weird miss between say 1500 and 2500 rpms. Good spark on all 4 plugs, timing checks good per the timing procedure in the "Top Secret File" and I soaked/cleaned/rebuilt carbs during the rebuild. Also linked and synched them. No other issues that would lead me to believe it's a fuel problem ahead of the motor.

I'm running 25/1 oil mix as per the manual for the break in so the plugs are filthy but the #1 plug is carboned up noticeably more than the others. Spark checks good with both 7/16 gap on tester and with the plug so I don't believe the plug is fouled and compression checks good on all 4 cylinders.

I noticed a funny clicking noise at idle the other day that I couldn't explain. I was playing with the primer valve and when I opened it manually it sounded just like that funny click I was hearing. I'm going to pull the primer apart this evening and clean it up and check for damaged components but is it within the realm of possibility that the primer is leaking by and letting the #1 cylinder run rich causing the miss I've got?

Yes it can. Primer solenoid rebuild kits are available.
