problem 4.3 merc cutting out at 3000 rpm

Would like to know if anybody out there will know anything about my problem:
I have a 20' Baja with 4.3 merc engine refurb installed last year -- having problem of engine running rough and cutting out at 3000 rpm. Suggestions please -- Thanks!
