Problem solve Bilge pump

My bilge has never turned on, i get maybe a a drop or two of water in the bilge all day long.Just figured it never turned on because there was never water in it.
Decided to test it. Filled the bilge with water to cover the pump and it didnt turn on. Checked the fuse and it was popped. It was a 5 amp fuse so i replaced it. As soon as i put it in it popped again. Did it a second time and it popped. So i figured lets put in a 10 amp fuse and it didnt pop and the light on the dashboard did turn on but the pump didnt run.
This is in a 2002 Crownline 202 with a 305 alpha 1.
Can anyone assist me with figuring out how to solve the problem? Any thoughts would be great.

Check the wiring for a short, if you can't find one buy a new pump. Sounds like the motor is drawing too many amps, all worn out. Maybe there is something stuck in it blocking the impellar.

They do have a way of getting gummed up and it takes a lot of juice to turn the motor. Has to replace mine last year. Also make sure you check your float switch to make sure it i working right.

Is the bilge pump switch on the console labeled ON-OFF-AUTO or is it simply an ON-OFF switch. It it's a simple on-off switch you don't have an automatic pump and it must be turned on manually. If it is an automatic pump then the switch needs to be set to AUTO. The pump motor is stalled. As mentioned, check for some debris that has stalled the impeller. If the impeller turns hard, the bearings in the motor are tight. Do not attempt to repair it. Replace the pump.
