Problem with controls?

I have an early 90's bass boat and there is a round knob just below the ignition swith on my throttle controls. Ever since I have turned this knob the engine will not turn over only the starter spins. There are no indicating markings due to the age of the boat and i'm not quite sure what this knobs purpose is. I suppose I could take the controls apart but I was just curious if someone knew what this knob was, turning the knob either direction has no effect on cranking since the first time it was turned. I also no longer here the fuel pump pre-choke when the key is pressed in. It's as if only the starter is getting power and is not engaugeing the flywheel.

You might identify the make of the motor and the make of the controls, as well as the year.

The knob sounds like the throttle friction knob. Spray some lube on the starter drive shaft. That should fix that problem.
