Problem with idle.

Hi everyone. Looking for a bit of advice. I have a 1999 Johnson 200 Ocean Pro V6

While in the test tank and/or with garden hose hooked up the engine will run smoothly and idle good. However in the water pulling up to the dock it will not idle.

I assume the load from being in gear and pushing the boat has an affect on it. I just replaced the throttle and shift cables. The boat is new to me. I don't know how it acted before hand. I carefully cleaned out all the carbs from old gunk before the first sea trial.

Should I use the available adjustments in the cable mounts or is there an idle set screw like a car? And when should I make the adjustment? On land in the tank or in the water in gear under load? And lastly what should the idle be?

The tach on the dash lies I think. When the boat is off it reads 800 rpm. idle is about 1500 on the gauge now. I have an automotive meter that can read RPM. What wire should I probe to get this reading?
