problems staying in gear

Hello all,
I am currently re-building an old 1964 pacific mariner. Its got a big straight 6 chevy and type 1 merc outdrive. I can get it to stay in forward and reverse by pulling on the lower cable, but when connected to the control box up front, I can't get it to stay in both gears. I have spent the last 3 hours playing with the adjustments, and I can't get both unless the drive is tilted up
Anyone have suggestions? Summer is almost over here and this is the last thing I have standing in my way from getting this thing in the water!

Ayuh,... My guess is the lower shift cable is worn out, 'n allows too much internal play....

How much have ya torn down, 'n rebuilt,..??
What's been apart, 'n what ain't,..??

The entire floor and stringers were replaced, and the carbs were rebuilt. I also replaced the water pump in the lower unit. Heading out now to get the outdrive off and replace the shift cable
