Problems with 3.0l i/0 omc cooling system

my boat tends to overheat when i put the gear in neutral. theres no water coming through the cooling system. but when i accelerate the boat cools down back to normal temperature. anyone know whats the problem.

I have no clue when the impellor was last change. i just bought the boat last year. its a 1987.

All of that. If the impeller hasn't been maintained, neither has the rest of it.
