Problems with carbs and primer bulb

I have a 1999 Mercury Bluewater V6 2.5L outboard and over the weekend scalloping I ran into some serious issues. First I have been having fuel issues, my primer bulb has been collasping cause my motor to starve. I have replaced the water separator, bulb and lines. Well since then I have had a new problem, when I pump the bulb it wont prime and I have gas coming out of my carbs. This is flooding my engine, what could this be, a bad float?

if the primer bulb collapses. the fuel tank vent is clogged, the antisiphon valve is clogged or a fuel filter between the primer and the fuel tank is clogged.

If fuel runs out of a carb, the inlet needle/seat is bad or the float is bad.

The old bulb and lines were shedding inner tube material into the fuel.

Go through the carbs and fuel pump, and replace all the internal fuel lines while you're at it.

Weirdest case of primer bulb collapse I've seen was caused by an oil bottle foil seal in the gas tank.
