1) is this a 50HP boat?
2) where would the steering wheel be at? way up front?
3) the bench are gone. would this effect the stability/strength of the boat?
4) as to #3, can it be left open and lie a new plywood on the floor and install 2/3 pedestal seats?
5) since it's 15', it would not need a title to mess around with?

I can see that the transom need a whole replacement with new wood. It comes with trailer, so it's kinda of trade-off.

1. Probably not
2. Would have been attached to the dash up front. Looks like there is a hole there already for it...possibly.
3. Yep. Keeps it from being crushed like a sardine can. Put em back.
4. I wouldn't...see above.
5. Depends on your state and age of boat. In NY...the transferable registration IS the title. Without that you aren't getting far in my state.

I grew up on my uncle's 3 bench starcraft tiller steer - probably 16' or 17'. I wouldn't stuff a 50HP motor on it. That'd be a rocket due to the light hull weight. Shoot....OPP (Ontario Provincial Police - game wardens) used to put 20's on those kinds of boats for poaching enforcement and those things flew with that one them...and that was back in the 80's and early 90's.

A 50 will make it airbourne. I would think a 15HP maybe less. There isn't much left on that thing o at least that will save you some time ripping it all out. I don't know how much the guy wants but it isn't worth more than 400 bucks in my opinion. That is if it doesn't leak and by the age and condition it most likely leaks like a seave. Put in $1000.00 not including labour and the boat's worth 500 bucks.
