Prop Advice for our 28" Tunnel

Boat is a 91 8.4 Canyon Silhouette, so it's a 28" tunnel weighs around 3,800

Power is a 502 with a Bravo 1 od. 502 is silent choice exhaust with an unknown aftermarket cam. Factory specd HP is 450.

I've tried the following props.

15p Revolution 4, motor would over rev way over 5k if I let it.
19p Mirage. motor would rev over 5k, but not as easily, I didn't test to see where it'd go.
21p Mirage. Wide Open 4,500 rpm trimed down. would reach right at 5,000 trimmed up.
Unknown prop, was awful, pulled so hard to port I had to steer it to the right?

Issue with the 21p Mirage. It pulls really really hard to port on a plane.

So I'm wondering if going to a bigger Rev 4 or a Bravo 1 is a good idea?

Should spin at least a 24 pitch...make sure motor is running right..
