Prop choice for 89' Bayliner Capri

I have a 1989 Bayliner Capri 16' w/ a 2.3L OMC Cobra Motor. The current prop is a 13 3/4 x 15 Pitch, aluminum, and is very beat up. It seems that my boat runs at high rpms most of the time; however, we have been putting alot of weight in it. At WOT its at around 5800 RPMS and 30-35MPH or so I'd say. It seems like I'm buring alot of fuel. I think if I change the pitch to 17 it my lower the RPMs. Any suggestions?

2" of pitch change is about 300-400 RPM so going to the 17 is a good idea.

Its hard to trust the rpm from a beatup prop generally could tend to be high.
It would seem to me that a 17 is closer to what it would normally run.
2.3 is rated at 5,600.Imo a 16 footer with 128 hp should run around 40
in excellent tune with the right prop.
