prop does not spin freely

I bought a set of twins and the cr prop when in neutral spins with a little resistance..When i spin it I might get 1 revolution.When I spin the other prop I get 5 or 6 revolutions..Could this be the impeller? I am going to change both impellers, I just wanted to know what to look for.

It has nothing to do with the impeller...good idea to change it however with an "new to you" motor.

Check LU lube oil..one might have water intrusion..or no oil at all.

Also, fishing line might be bound around the shaft.

Lube is pretty dirty but black,not milky.. I am also going to put new lube..

shift linkage may be off just a bit and it might not be in neutral all the way. are you sure you have counter props. Most of the smaller motors did not.

yes I am sure..I dropped the lower unit and did not notice anything wierd..I am suire it is in neutral because the shaft does not turn once I dropped the LU.
