On that little motor 30 ft lbs. should do it .
It just has to hold the prop on and as mentioned with the lock tabs down the nuts not going anywhere.
As time goes by you should keep an eye on it to be sure all is well.
Anually you should remove the prop and be sure the spline has lube on it to resist corrosion.Very important in salt
I/Os and 4 strokes.
Just seat prop nut fingers tight, with point pliers or wrench go to next nut's groove/cut so split pin inserts through prop shaft's hole, once done, bend to sideways..
In salt water uses, grease entire prop shaft and splines with appropriate grease , if not, with time salt formations will seize prop to shaft and make it's next removal a bummer.
