Prop problem

I have a 1998 rude,when it is in gear I can still turn my prop.Is this normal?
and help will be appreciation.

Some motors you can turn the prop in one direction in gear.You'll hear it ratchet.
Other motors you can turn the prop 1/4 to 1/3 of a turn in gear.
