Prop Question

I'm pretty new to all of this..so bare with me..lol. I just bought a sweet 1988 Chris Craft 245 Limited. It has a 7.4L and a Bravo one. My question is : The numbers for the prop mean higher number = more top end ? Lower number means more oomph outta the water ? Or is this number the props pitch ?Example : The boat currently has a Quicksilver SS "23" on it. Right now, the motor is turning 4400 rpm at WOT. If I went to a "21" as an example, that would take away the mph, but come up on plane quicker right ? I could care less about it coming up on plane real quick..I like the mph. Thanks.

Roughly speaking Dropping to a 21 would add about 400 rpm.200 per inch.
Speed would depend on where your max rpm is rated.
Generally speaking more pitch (can) increase speed if the motor can turn it up.If you were overpropped a decrease in pitch might increase your speed.
assuming a healthy motor and proper sertup.
