prop seal bad or not?

i have a 40hp 1990 merc. i have been working on the carbs lately and ran it on the muffs a few times. well the last time i had it hooked up i noticed some oil runing down the very bottom fin right under the prop. it didnt look like the lower unit oil though. i know the oil in the foot is good because i changed it a few weeks ago and it has been used once. this oil that was on the fin was black. i checked the oil level in the foot and it was good. could this come from the exhaust?

Yup, if running on muffs, the motor never hits operating temp, you will have more unburnt fuel/oil coming out the prop exhaust. Even when they are up to temp older two strokes always put some oil out the exhaust. This is major reason why some lakes have banned two strokes all together.
