prop shaft packing

Packing prop shaft on inboards. I have twin crusader 220s. The starboard enging packing dried out some over the winter. I re-tightened the packing nut. It has two cotter pin holes 180 dgrees apart. Adjustment is limited to 1/2 turns. Any advice would be appreciated. <br />I adjusted it last fall. The boat is new to me The previous owner (looking at reciepts) had it repacked last spring.

Adjusted packing looks OK now. Another question the starboard shaft rotates when shift lever is in neutral. Reving the engine doesn't speed up the rotation. What is cause? The drives are Walter V-drive
