Prop slowly reserve while in neutral, is it normal?

Hi all, I have a mercury outboard motor (25hp).

When I fire the engine. The Pro moves slowly in reserve, even when I have it in Neutral. Is it normal? And everything I would move forward, I can hear the (Click noise) like it is changing from reserve to forward.

The gears are free on the prop shaft and allways rotate with the drive shaft
there is a clutch dog that connects them to the prop shaft when you shift.
Yes it is normal for the prop to rotate in neutral from the drag of the lube,
They will sometimes rotate quite fast when on muffs and the will sometimes rotate very slowly in the water.
